An independent broker since 1996

Tower Resources Insurance Services is owned by Rosemarie Hines, an Employee Benefit Specialist (CA Lic. #0A93547). From our Concord, California office, we arrange group and individual benefits and stay involved after the plan starts, not only at renewal time.

We work with corporations, partnerships, sole proprietors, non-profits, unions, individuals, and families. Groups usually range from about 5 to 500 employees, including small businesses and larger organizations. Coverage can include health, dental, vision, life, long-term care, and disability, along with COBRA administration, HR consulting, and an online HR library.

Because we are independent, we shop more than one carrier. We learn what you need covered, compare options on price, coverage, and service, and put the proposals in front of you. After you enroll, a dedicated account manager helps with claims, billing, eligibility changes, and employee questions. Your HR contact can call us directly. An HR consultant is also available by phone or email for labor law, workers' compensation, paid family leave, FMLA, and termination questions.

Clients also get access to the tools we use day to day: a Cobra / Payroll portal, an online HR library, and employee enrollment where it fits the group. There is no cost to get a quote or ask questions.

A designated account manager tracks enrollments, pending eligibility, and terminations, and helps with ACA compliance documents.

HR consultant

Even though we consider ourselves an extension of your Human Resources Department for all insurance-related matters and perform as such, there will be questions you have that may require additional expertise. For those questions, we have an HR Consultant Specialist that is available via phone or email for internal employment matters such as Labor Laws, Workers Compensation, Paid Family Leave FMLA or Employee Termination.
